Grau Proposes Budget-Only Legislative Calendar

The Oklahoma Legislature would consider policy issues only every other year under a resolution filed Thursday by state Rep. Randy Grau.
Grau, R-Oklahoma City, is seeking support for a proposal to ask voters to approve a constitutional amendment requiring that the Legislature meet yearly to draw up a budget, but take up public policy measures only every other year.
Gov. Mary Fallin has expressed support for the concept.
State Treasurer Ken Miller and other officials have also been supportive as legislative sessions have grown increasingly complex with thousands of bills introduced every year and only a fraction receiving final approval.
Grau’s House Joint Resolution 1001 includes an emergency exemption that would allow the Legislature to take up policy issues in even numbered years only if approved by three-fourths of the Legislature.
