When Kyle Gillum was drawing up plans for a dog day care business in downtown Oklahoma City, he was shocked to discover state lawmakers had passed a measure banning what he had in mind.
He became frustrated and wondered why the state was prohibiting a business activity in downtown Oklahoma City.
Signed by then-Gov. Brad Henry, the law said no dog kennel is allowed within 2,500 feet of a public or private school or licensed day care center in Oklahoma City and Tulsa.
Gillum’s proposed business, planned for NE 9 and N Oklahoma Avenue, would be too close to child day care programs.
The measure was introduced in the Oklahoma Legislature in 2008 after patrons and nuns at Villa Teresa Moore preschool in south Oklahoma City became upset over a dog kennel about a quarter-mile away.
